Which Nasdaq exchanges require quoting during the Opening Process?
Identification Number 1912

PHLX, ISE, GEMX, and MRX require quoting during the Opening Process by Lead/Primary Market Makers. NTX Options and NOM utilize an automated opening cross auction instead of this market-maker-driven opening process and do not require any market maker to quote.

Please see PHLX/ISE/GEMX/MRX Options 3, Section 8 and NTX/NOM Options 3 Section 8 for more details.
